There is no need to imagine. The erstwhile leftist USSR had the "Right to employment" as a fundamental right. So also, the leftists of India, who extend their outside support to the Capitalist run Congress led UPA Government pressurise the UPA Goernment to amend the constitution to include the "Right to Employment" as a Fundamental Right. The consequence of this amendment will compel the Government to pay compensation for the Government is unable to get the employment for its citizens. The Rural Employment Guarantee Scheme introduced by UPA Government under the pressure of leftist friends is one step in that direction. But the financially and legally intelligent Finance Minister is utilising his Oxford teachings allots less funds to these schemes in the budget and indirectly assisting a subbotage of this bill. There is a body by name "Democratic Youth Federation of India" who is slogan is "Work for all, Education for all" and functions in this diretions and organises rallies and public shows to motivate and educate the Indian public at large on this subject. If you are serious about what you asked for, you must contact this body in your local area and participate intheir activities either, physically, or financially.

If you make a deep study of those policies, you would find out that these policies won't be benefical at all. Once anyone gets into a job, he requires some kind of training on behalf of the employers as how there system works, Going for part time employees would end up in spending more time in training rather than actually making any progress. Imagine yourself in a government office, waitng in a que just because the particular officer is newly employed and has minimum knowledge about the procedures. Finally thse policies would result in downfall of economy as teh India governemt would be spending more money on it's employees against their efficiency levels.
Secondly, opportunities cannot be created just from nothing. There has to be a vacancy. And if the there is one and a candidate is selected, he needs to be paid. Government cannot just enforce private orgainzations to hire people randomly just to fill in the numbers. This would again result in regression of industries and again downfall of economy.
Jobs with high level of responsibilites cannot be declared open at part time levels. About students working as part timers, they can always find a job in food chains, malls, petrol pumps, etc. Altough the number of vacancies are far less the the no. of students, but that can help a great deal...

If you really think about it, then you might be able to understand that if every individual in the world acted in wise manner (in the past & present) & we would have possibly reduced the 'corruption' problem. Instead, everywhere people only blame others of the things that are happened or happening, people should take more responsible, able to understand that well being of their individual own life & other persons life lies in their hands.
For example, if 6/10 people drink alcohol and have sex without condoms then the rest 4 people are influenced to do the same. Only when 1 person acts wisely, then he would be able to influence positively on others. This example applies to the entire human race.

How can a government give opportunities to citizens with no expense? If you let free market rule, jobs are created by people who need employees. Since there is a scarcity of employees, jobs will compete to have the best ones. This will cause employees to become better workers and will cause the jobs to compete for the best employees which will cause the jobs to offer better and better benefits.

What you have described, in theory, is a meritocracy. One is classed and earns by skill value. Garbage men for instance, are an essential part of society, but require little education - astrophysicists require brilliance and incredible education, but provide little immediate value - so the two might be considered equal in value.
There's also a smidgeon of socialism and communism inherent in your suggestion.l
Regardless - I think you have struck on an idea that has come and gone and come again, and gives value to people's lives as well as providing a means for the to live i a dignified fashion.

Its seems to be a distant dream, it will not happen in next about 25 yrs from date. there are 1000 and 1 reasons for it. Dont have a day dream that your political class and Babudooms will suddenly spare so much of time and dedication needed to fund and nourish such projects.

Great question. As an American who has visited India many times, it's honestly hard to imagine.
Maybe that's the reason my father came to the U.S. before I was born.
I spent 3 weeks in India recently...and some things STILL haven't progressed.
...not that America is the perfect country either, but I'm happy here.
