Since the incumbents made campaign laws that favor encumbents (naturally), term limits seem our only hope.

Incumbency can or can't be a threat to Democracy, it depends.
Currently, with the exception of last election, the incumbency rate for this country was about 85-90%. Is this harmful against democracy? Not exactly, because this person was elected by the people repeat idly, and it usually happens without election rigging etc. however, the average person is misinformed or uninformed on the issues and is not the wisest voter. The best solution is for individuals to research and become informed rather than relying on campaign ads and stump speeches to direct their votes.

The fact the there is a limit on how many terms a President can have makes his last year of presidency a "lame duck" one. Because he knows that he is out at the end of his term, he can do whatever he wishes, cause he isn't going to be there to pick up the pieces. Example: Clinton giving pardons to people right at the end of his term.
We can't control it because it's in the Constition that a president serves only 2 terms. The only way to control it, is to make the president accountable until the last day in office.

never vote for the incumbent. enact term limits.
why the heck should public office be a career?
it should be something one does in addition to their regular job.
