no its not true, because why would you break up in the first place because the relationship is not going well, and if it is constant than you both have issues

I always thought the first line should have been; if you love someone, let them KNOW. Because if you are ending relationships as a test it is just showing that it does not really mean that much to you to begin with. So yes they will come back, whenever they need someone for a little while. Not for a serious partner.
