Yes we can and we do it everyday. We can harness the energy in a turbulent flow and use that energy to create a laminar flow. A windmill or a hydroelectric plant at times is exposed to turbulent air or water flows. But the electricity they generate may, at the same instant, propels an airplane lab wind tunnel that produces a nicely uniformed (laminar) flow.
