The second hole lets air in letting the fluid flow from the first. You get a chug chug type of flow with one hole because it lets fluid out then sucks air in.

The fluid can flow out of a can only when inside pressure in the container is more than that of air pressure outside it. By making two holes in can, means one hole is there to let the air pass in side the can and exert the pressure on the fluid so that it can run uniformly through the other hole of the can.

The flow is uniform & fast because while one hole is passing the fluid ,the other is replacing it by air from the surroundings.The flow may stop if you temprary close this hole for a moment and release it.

When you have only one hole, the gravity pulls the liquid out of the can but the atmospheric pressure (the weight of the atmosphere gases) applies a counteract pressure which pushes the liquid back into the can.

With the second hole you let air run into the can to help pressure the liquid out.
