I'm getting a newer car, but it has several scratches around the door and bumper, is there any way an auto place can just cover the scratches, or would I have to have the whole car painted over? Also, how much should a basic paint cover of the same color cost?

If the original paint on the car is still in new condition except for scratches, a good body shop can touch up the scratches. They would probably charge you for spot painting.
If the paint is already slighly faded, it might be hard (but not impossible) for a body shop to match the paint in order to touch it up.
Remember that to touch up any paint scratches, they will probably charge you for sanding those areas and spot painting.
You might in fact, simply leave the scratches alone as long as they do not go through the paint and are chipped out. It's cosmetic and will not cost you to do.
If you want to try the touch up yourself, you can go to a place like Pep Boys or Kragen Auto Parts and get a matching paint in either a small touch up bottle or spray can. You can then mask off those parts around where it needs painting and then slightly, ever lightly, sand the scratches, then dry and try the paint.

Take it to a shop and have an estimate done. Ask if they can buff the scratches out as well. They should be able to if they aren't that deep. If not they should be able to match the paint and just do the areas that you need. I just got quoted $12k for a paint job for a 63 Buick, so I still in search of a good deal. Don't just go to one place either. Try several.

It depends on the scratches, if they are not through the paint they might be able to be buffed out. If they need to be repainted, you can have just the bumper repainted, or just the door. You dont have to do the whole car. I would do the whole car if the overall paint isnt in good condition.

A good body shop should be able to make your car look like you want. I would get quotes from at least 3 or 4 places.
