Randy Rhodes who used to play with Ozzy. The way he could make the guitar almost,like whirl. I can't describe it, but anyone who has ever listened to Over the Mountain knows the guitar sound only he could make. What a loss his death was!

Here's my take:
Hendrix was in a class all his own; not rock, but a kind of guitar spiritual level.
BB King defines Blues guitar.
Jimmy Page plays Rock guitar like no other.
Django Reinhardt was the finest Jazz guitarist of all time.
Chet Akins was the King of guitar in the Country world.
Lester Flatt is the standard of Bluegrass guitarists.
Ottmar Liebert is sensational at Flamenco guitar.
Other names that have to mentioned in any list of the best guitarists (in no order): Stevie Ray Vaughan, Jeff Beck, Buddy Guy, Steve Vai, Frank Zappa, Brian May, Eddie Van Halen, Les Paul, Robert Johnson, Carlos Santana, John Lee Hooker, Roy Clark, Little Jimmy Dickens, Duane Allman, Warren Haynes, Peter Frampton, and Ry Cooder.
But in my opinion, Eric Clapton is the only guitarist that can play with any or all of these "Masters" in any of their own genres and hang with them. I'm not saying he's necessarily the best in any one discipline, but all around, I say Clapton.

Yngwie Malmsteen. He's extremely talented and can play faster than i can think, whilst making it look like it's easy. A crazy guitarist that can solo with the gods.lol
On the other side maybe guitarists from bands like fall out boy. Not because of their great knowledge and theories that can be put to use on an axe but because they can write catchy riffs that will stick in your head. So the best guitarist depends on what the style or technique your looking at.

I wish you had specified living or ever. I will answer with living since you used the word is. I believe that Carlos Santana would have to top the list due to the fact that after any three notes he plays, you could identify the work as his. You would also have to take into consideration his longevity in the industry and the fact that he is still producing work that is both critically and monetarily successful.
Just for fun, I would like to throw out the names of two younger guitarists that may end up topping this list in the not so distant future. Believe it or not, John Mayer and Johny Lang.

I admire more the rhythm guitar player than the lead. So my choice would be Dave Mustaine for riff complexity and Toni Iommi for inventing the heavy metal riff.

There are lots of different styles and types of music. The best is generally a short, but well known, list. I won't bother to list my favorites.
I tell you it won't ever be one of these jacka**es who are playing that "guitar hero" game. why waste your TIME and MONEY on such a thing? don't be a wimp, get a real axe.
