Can someone tell me whats going on. Or at least how to fix it.

check minimum system requirements & recommended system for game
does your system meet those requirements
if yes, re-load graphics drivers & recheck if same error is reported again

You're graphics card (The thing that displays everything on the monitor) jsut can't handel the game. You need to get a new one if you want to play the game-Try best buy or CompUSA and ask the people what kind of graphics card you should get.

I would venture a guess that you are using an unsupported graphic card. :p
All kidding aside, we would need to know what game you are trying to play and what video card you have in your computer in order to give you a better idea of what the issue is.
Most likely you are trying to play a game that is just too advanced for the graphics on your computer.
