His motives could be purely love.. or (as suggested already) he may miss the benefits and physical contact. Any breakup, even a bad one that needs to happen is traumatic. Most people naturally resist change. So what his reasons are, I can't guess. He said the words, so he wants to keep you in his life. I guess I mean - yes - he said this because he wants you back.. but whether it is real or to 'lead you on' - as you said.. I can't guess. If you know that you wanted a commitment from him, and he knew it.. and that was part of the reason for your breakup... then maybe he's examined what he really wants. You said the breakup was for "surrounding circumstances". You need to evaluate why you broke up.. and how does him saying these words change those causes? If he has always been wonderful, genuine, and having great potential.. and he has now said he loves you... what is it that ever separated you, and why are you questioning it now? Something inside you is still not there.. maybe call it instinct, maybe self-doubt, maybe other factors we don't know about. If you are fully open to choices.. If you think he's not a good life-mate for you, then you can love each other, but look for other life-mates/ soul-mates. It can be "just friends".. or more/ less that that. If he's comfortable for you (like an old flannel shirt) , but not quite what you want forever.. then maybe you want a FWB arrangement. - Just be sure you both are on the same page with that. If you are more conservative, then meditate on why you broke up. Pray, talk to a counselor, priest, rabbi, yogi.. Talk it over with your family - or his family if you are that close. Speak to someone you trust and reflect on it. A breakup after nearly a year can be a big step. Don't undo it overnight because he said "please" or " ILU" . If you go back, be sure your original problems are being worked on.
