Are you talking about an LCD screen where there is no backlight, but you can sort of see that the screen is working?

If so, your monitor is broken. It may be possible to fix, but since you are asking here, you probably lack the tools/skill to do so.

If it is under warranty, exchange it for a new one.

If not, buy a new one.
