Never heard of that one, but if they wont let you fly an American flag in some of these homeowner association places it wouldnt surprise me at all. They are more like a dictatorship. I think I would find a diffrent place to live! They may come up with more laws.

Do you live in a gated community with a security guard around the clock? If you didn't know that before moving in, think about that the next time you're looking for a new place to live. If you call the plumber, the plumber will have to show ID and register - they do this all the time and it's not a big deal.
I'm sure the HOA checked with Texas law and the US Constitution to make sure that their policies were kosher. Unfortunately, no one bothered to tell you that providing a picture was required. Let me play devil's advocate and assume that you were not into illegal activity - if you saw cars coming and going from your neighbor's place, wouldn't you want to know who these people were and what they were doing?

Pull out your homeowners association (HOA) bylaws and covenants and restrictions (CCRs)--all those papers you received when you bought your home--and see if there is a provision that requires this. In addition, anything passed before the HOA Board since the initial CCRs are also enforceable. Check to see if this requirement has been passed at any HOA meeting since the time of the initial CCRs. If this requirement was approved by the HOA Board, yep, you have to do it. HOA boards are all powerful if the homeowners don't keep them reigned in. I would also ask the HOA secretary for a copy of the document requiring this.
Additionally, not all things that HOA boards pass are legal, but they're enforceable until challenged in court.
