I cant change any personal settings such as change the desktop background or even download any files from the internet
I've tried to restore and it will not allow me says all restore points are unable to restore. then i tried to search in google ask and yahoo for someone with the same problem and with no avail i need serious help here also the setting i deleted carries over to the boot settings when trying to install a new version of windows xp i cant even make it to the repair screen without it crashing HeLP

Interesting. I not sure, but, here; http://www.acesoft.net/delete_index.dat_files.htm Talk of deleting the Index.dat file. Many look at it as a Spyware. You sure this all you Deleted?
The link say Microsoft not talk as why this here, but, us Linux users know why. Ha!!!!

Check your recycle bin for the file. If that doesn't work, try going into Notepad, and saving a blank document as index.dat (with the .dat) make sure to change the save type from Text Document (.txt) to All Files.
