I was driving down a street at normal speed and hit a huge part of the road that was missing cement. It looked like someone had just drilled about ten inches of the cement off the road. I did not see it coming because it was night and the road was poorly lit. There were no signs at all and it went across the entire road. My car took a beating on this dip. Can I take legal action against the city if there is damage to my vehicle? Or how can I figure this out? It is in Kansas, if that matters.

You can sue but by the time you hire a lawyer and file the case you will likely have spent more money than the damages were.

Besides that sovereign immunity may apply in your case.

Clearly this area of road should have been marked off with either cords or cones and flares. You can take legal action or try to negotiate first, most government offices that do the road construction have funds to pay for this type of damage. I would call and try the negoation first and save myself some money in legal fees.

Oh, what a coincidence that I just happened to be online! I lived in Overland Park, KS and the same thing happened to me. You don't have to file a suit. Just go down to the city and fill out a claim form. This occurs all of the time.
