I'm pretty sure you're thinking of "Come on Down" by Crystal Waters. Sounds very similar to "I dream of Jeannie" theme, but is in fact reworked theme from the TV show "The Price is Right". It does have the "DA DA DA - DAAAA" through it.

I know of one. Girl's Ain't Nothin' But Trouble by D.J. Jazzy Jeff and The Fresh Prince.They sampled the I Dream Of Jeannie theme on it back in 87-88.
