Its not retarded when they ask if its "Cold enough for ya". They are just trying to open up a conversation with you. Thats their way of approaching it. Same, when they ask you or say, "Wow its hot out". Thats just their way of introducing chat with you. You should not take that as retarded, take it as someone taking an effort to have a conversation with you and acknowledging your presense.
