Yes a pcv valve can make noise pull the valve out and cover the end with your finger rev the motor up see if the noise goes away.

Simple test not likely your problem but it will take a few seconds to count it out

NO the pcv valve should not make any noise that you can notice. A ticking sound may be a lifter. I would take it to a garage and get it checked. Better safe than sorry....Dave.

it doesn't sound like a pcv valve is what you are hearing . possibly is valves chattering or a step style actuator like idle air control valve it depends on what make of car you have as well

no PCV valve will make a clicking noise that you can here i bet we are talking a bad valve or lifter if a lefter is bad it allows a bit of lashing which then you will here metal clicking together.

"Is a car shutting off while driving a sign of a bad starter?" The answer is no. A bad starter would not cause a car to shut off. BUT... when you turn the ignition and nothing happens, that could be a sign of a bad starter. To verify a bad starter, if you have a manual transmission, push start the car. If that works, it is your starter. For automatics, you will have to take the starter off and get it tested at Autozone or O'rielly. It may also be your distributor, distributor rotor or any parts that have to deal with the spark plugs.
