Do you know the name of this sci fi movie/series/short?

I viewed this movie or short or whatever it was (as a young kid); Futuristic setting, babies being born given "barcodes" that are imprinted on their necks. people are given "credits" to live off of; you use the credits to eat, buy goods, gamble, whatever.

you're born and assigned a barcode...the "show" (or whatever it was) showed one of those white light scenes where a newborn comes into the world..

everyone is given "credits" (like a credit card) and that is their lifeline. it had a scene with one guy at the slot machines obsessed with gambling and he lost his credits and "died instantly"...showed rich lady with much credit giving some cheap *** pearls to a poor person to sell for credits.

that's all i remember. want to know what the name of the film is called.

it's definately not THX i watched that the other day. it has somewhat of a similar feel to it though.
