You can still find $1 blackjack at Slots-A Fun during the day - at Ellis Island from 10a-2pm Monday through Friday and a few other out of the way casinos like the Klondike. The $1 tables at the Sahara are no more, the minimum is $3 now..The El Cortez does have the best rules of any low limit blackjack in LV..
Even four star hotels are going to have $5 BJ during the day. Locals casinos will have $5 games even on Friday & Saturday night. These are nice places to play with low limit games, Orleans, Sam's Town, Silverton, Fiesta Henderson, Boulder & Palace Station.
If you have any interest in craps, you can play for $1 in a very nice casino, the Westin Casuarina has happy hour from 5-10pm during happy hour they have $1 minimum craps. The Westin is located two blocks east of the strip on Flamingo.

If the casino is not very busy you can find $5 minimum tables. However as it gets toward evening, especially on the weekend, those $5 tables ratchet up to $25 minimums with maybe an occasional very busy $5 still there somewhere (just so casino can look people in the eye and say they have some low limit tables).

Slots-of-Fun (by Circus Circus) has a $1 non-smoking blackjack table. You may have to stand around and wait to get a seat. I had so much fun learning blackjack there. I recommend getting there in the morning, its easier to get a seat. Downtown has some $3 tables. Have Fun!

Hooters had $3 blackjack when were were there last. Slots-A-Fun always has at least one $1 table. All of the casinos on Fremont Street have $5 blackjack ~Jack~

The Golden Gate downtown has $3 Blackjack and Craps. Very fun place, and has the .99 shrimp cocktail.

Go during slow times. very early in the morning is good. You can find lower tables anyplace off the strip, so drive a few miles. Those off the strip are more quiet and you can get your drink faster. Never go on a holiday or weekend thinking you will find a cheap table open.
