Generally, you'd want to allow about two inches for the seam allowance and to make sure you have enough to sew a rod pocket at the top. So I'd make sure the fabric was about 66" long total. That gives you 63" for the length of the curtain itself, 2" at the top for the hem and rod pocket, and then 1" at the bottom for the bottom hem.

You want to end up with 63"...2" bottom hem. 4" top hem. We are at 69". Fold top hem at 4" and go down about 1" then sew the top from the fold. This gives you your ruffle at top (at least 1"). From where you sew it is the length of your curtain to be adjusted for the bottom hem. We now have a 1" seam at top, measure about 2" down from the stitching and stitch-this is your rod hem. Stitch bottom of 4" hem and you are good to hang besides hemming bottom

Your panels will hang much better if you have at LEAST a 5" hem folded over at the bottom, even 6" if it's a sheer or a very heavy fabric (the weight will make the folds nicer or it will hang straighter if you are doing a flat panel.) So I would recommend at least 9" added to the 63" drop for 72". Be sure and wash it to pre-shrink it before you cut or sew it if you are buying washable fabric.

you also have to take into account the material used at the top where the rod goes through. I would say allow at least 8"...for all the hemming you will need.
