Depends what season it is. If its fall/winter then football. If its winter/spring then basketball. Its all about timing.

In the U.S., football (college and pro) completely dwarfs the popularity of any other sport. Fans in other sports don't have 10 or 15 year waits to get season tickets, as they do in many football cities.

Far more people watch regular season football games than regular season games of any of the other sports (you'll get a few key games in basketball that a lot of people will tune in and watch, but they don't approach football in regular season viewing numbers).

The Super Bowl is, of course, the most watched sporting event in the country, every single year. March Madness would be the second most popular event(s). NBA finals ratings have been horrible the last several years.

And of course, the World Series doesn't attract anything like the audience it used to.

Football will continue to be the most popular sport in the U.S. for the foreseeable future.

Depends on the cultural group.
Middle class to upper class, white males tend to like football more. Middle class to lower class African Americans generally prefer basketball.
Yes, this is a bit of a generalization, but this is what I've noticed in my daily life with the friends and family that I have.
I've also noticed that age and upbringing are also factors. My little brother likes football because my dad does, but all of his friends prefer basketball.

Football. I'm sure TV ratings would confirm this. I think what helps football is the infrequency of the games. They're only once a week. In the case of the NFL, each team plays only 16 regular season games which makes each game very important. And the playoffs are single-elimination.

basketball for highschool and year actually college and pro basketball might be more popular too. Just think do more people want to be outside in the cold bad weather of do they want to be inside watching a fast pace action sports game.
