I'm not sure about "surface responce" but Response Surface Methodology (RSM) is a method for fitting experimental results to a three-dimensional surface in order to predict the behavior of a system and, ideally, to locate the optimum point. For example, you might have a chemical reactor where you can adjust temperature and pressure to affect the yield of a finished product. You run experiments at various pre-determined temperatures and pressures and measure the yield. While the results can be evaluated manually, it is quite complicated and you are much better off using a statistical software package to do the calculations for the response surface.
