My locker neigbor always have one of a stupid little
boyfriends at her locker which is next to mine so I can't
get in mine.And I'm sick and tired of her & her bnoyfriend
flirting around my locker.Sometimes I think she attention
who're.Also I'm sick of watching her pda ( public display of affection ) when waiting for my to pick me up.How do
I ask the BIT'CH to stop fliriting in public or not at least
in my face?

I don't understand how this is bullying. Just ask them to quit blocking your locker and, unless they refuse, leave them alone.
As far as how to ask her to stop flirting, if her pda's are somehow interfering with your needs, I would suggest privately telling her that when you see her flirting, you feel jealous, lonely, or whatever feeling it is that is making you angry. Then tell her you want her to stop doing it around you and ASK her if she would mind not doing it around you. If she say's yes, cool if not, it's a free country.

Talk to a teacher or the school Principal about this problem, maybe they can assist you by talking to this girl.

Are there no rules in your school? Surely someone is supposed to be in charge of these sorts of things. Back when I was in high school, there was a girls counsellor, and a boys counsellor. (I went to the girls counsellor, and it worked for me!)
