Ralph Johnson Bunche.

Ralph Bunche (August 7, 1904 – December 9, 1971) was an American political scientist and diplomat who received the 1950 Nobel Peace Prize for his mediation in Palestine in the late 1940s that led to an armistice agreement between the Israelis and Palestinians in the region. He was the first African-American to be so honored in the history of the Prize.

The Nobel Peace Prize in 1950 went to Ralph Bunche, who I think is the fellow you are describing.

He was Professor, Harvard University Cambridge, MA; Director, division of Trusteeship, U.N.; Acting Mediator in Palestine, 1948.
