They do it because they are curious or because they want to rebel. People tend to want to do things that are forbidden.

It more about the image about underage drinking and smoke. By the time most people turn 21 they realize its not that important. If you can't wait to drink or smoke something wrong with you. You are the rest of your life to live. Think about tommrow.

Curiousity and fear. Fear of being made fun because they backed out on alcohol and smoking, and drugs, too. Curiosity because they wonder what it feels like, tastes like. Rebelling against the system, their parents. A lot of people stop after they can legally because it loses its dangerous taste. But sometimes people get hooked.

Curiosity and peer pressure mostly. Done once more of the same and the addiction.
Being forbidden to do so doesn't help either.

Because I dont see what difference it makes if Iam 18 or 21 when drinking. There really is no difference.
