Universities charge for access to parking. Does he have the decal issued by the university that allows him to park at all in their lot? If you don't have their decal it's illegal parking and they'll ticket ya. They may have a special for handicap parking. The simple fix is to go purchase the decal.

Most schools require that vehicles parked on their lots have the decals. This is for safety reasons. If there is a strange car parked on school grounds it could be some kind of sexual assailant. also many universities and high schools are overcrowded. As a result they must borrow parking spaces from private lots, this leads to towing of vehicles parked there legaly, thus they instate decals.

If they control off the parking and they own all the parking spaces, they may control all spaces, and he would need a university
If this is just public parking then you will have a legal case against them
