The English Premier is way better than the MLS, recently there have been matches featuring MLS teams vs. Premiership and La Liga teams during their preseason, and in these matches they are defeated without much effort. So they are definitely inferior.

To be straightforward, I must answer yes for your question. Of course to assess whether a league is better than another league, it depends on our personal judgement. Here I will tell you some common parameter to assess quality of a league:
1. Do they have strong clubs?
2. Do they have skillful players?
3. How much money involved in the competition?
4. How is the level of competition? Is it very tight?
5. Do they support fair-play? Any bribes to referees?
6. How is the attitude of spectators? Are they excited, devoted, destructive, etc?
7. Do the teams have strong and good soccer tradition? Because soccer is a culture and an industry; it can't be built overnight.
From those parameters (I am sorry to tell this), now EPL is one of the top soccer league in the world (perhaps no. 1). MLS can achieve the quality of EPL, but they need more time and have to put a lot of effort, including promoting this sport to people who play ball with their hands.
Important note: Quality of a league can go up or go down. The good example of this is Italian league, which was very superior 10 years ago, but because of bribery and extremism lost confidence from public. EPL, in the other hand, at the time was just 'kick and rush', but slowly they changed the style and started educating the public, they disciplined brutal supporters. They attracted interest of spectators and, finally, investors from other continents. So, enjoy your new hobby!

No, MLS does not even make it in the top 10 strongest league list. I'd say the top 5 league's are:
1. English League
2. Spanish League
3. Italian League
4. Argentine League
5. French League

I'm in the US and I know MLS is nowhere close to EPL or La Liga. MLS can't compete with them. I don't even watch MLS matches on TV because I prefer to watch EPL or La Liga or Serie A. Although that might change with Beckham joining LA Galaxy. However, MLS has been improving a lot and will hopefully continue to improve with more exposure during competitions with clubs and national teams outside of US.

MLS is about the same standard as English Div 1 at best... but Div 2 would be just about right. EPL is the WORLD's BEST soccer league.

They're probably among the top three domestic leagues in the world. MLS is where players go who aren't good enough for Europe or are washed up.

english premier leage and spanish premere are much better than the mls although the mls isn't as bad as everybody says it is.
