I'm writing a persuasive essay on why my high school should enforce school uniforms. The reasons I chose are...
-reduced costs for students (since they don't have to by as many clothes because they wear a uniform 5 days a week)
-Improve saftey (They make it easier to recognize who does not belong on campus)
-Support equality. (Everyone looks the same)
But I still need a catch to start off my essay with, any ideas?

The hook does not need to be the thesis. The catchy phrase in the beginning can be a question to provoke the reader's thoughts, or a statement that can easily relate to anyone who reads it. It could even be about something that seems extremely different than school uniforms, but you somehow tie it in.

Example of starting with question (if i was arguing the opposite point of view): How does the human need for individual expression manifest itself in our schools' dress code?

Quirky example (if I was arguing the opposite point of view): Just as celebrities and fashion icons change what they wear every hour to display their wealth, students also need to express their individuality through their wardrobe.

Just think of something similar (but for your own argument, of course)

In a persuasive essay, usually the highest appeal is the ethical or moral appeal. try to use that. perhaps focus on the community and universal morals of this choice? make it like a hook though. short and sweet, make it suit the theme of your essay. make sure to have a little hook in the beggining too. something more catchy then the (groan) thesis...but make sure the hook is the thesis.
