I was only getting a 32K connection on my dial up, so I wanted to see if I could improve the speed by taking the modem off my computer and uninstalling the driver, and installing it again. Now it won't connect more than 28.8K! Ugh!

(I can't use cable or dsl as it is not available where I live.)

On the modem settings, it is set for maximum speed. I checked everything in the settings to see anything that would cause it, nothing stands out. I didn't even change anything, and nothing changed in the settings.

Check your settings, when you re-installed it may have "Defaulted" to 28.8 KB/s this all I can think of for now.
I have an old 486 computer I bought 10 years ago? Windows 3.11 it still zoom as far as dial-up go (Cable/DSL out of it's reach). But, sometimes I have to adjust things. That just trivia, I do use a different computer, just like showing my friends the Ol' 486 can still keep pace. Well, at least on a Dial-Up connection.

There is some cap by the FCC but 28.8K is so low. Did you tried updating the modem's driver? What model is?
