Penguins do swim on the surface of the sea and spend a lot of time there. That's where they rest. They don't swim on their backs on the surface. Under water they swim in three dimensions and can and do swim inverted.

they don't swim on the surface of the water...but I'm sure the answer is yes. Ever see how agile they are- spinning all around?

I guess it depends how the camera is turned. Maybe I misunderstood. Was that "can they swim on their back doing the breast stroke" or "can they do the breast stroke upside- down"?
