Turtles rarely swim upside down- their camoflague and lifestyle are all geared to the back shell facing the sun. They really should not be floating upside down either.
They certainly CAN swim upside down. Sea turtles 'play' all the time and swim upside down often. Several 'hunting ' turtles, like the Fly River turtle do lots of twists and turns pursuing prey. Other turtles will do some 'acrobatics' in a big enough tank to show off their skills, but rarely in home tanks which tend to be too small.

No, turtles can't swim on their backs. But to all of you who say that they can't float on their backs that's BS because a turtle can hold their breath for a VERY long time mine used to sleep under water a lot of the time. And I've seen my turtles on their backs floating while trying to flip over.

that floating turtle....when was the last time you fed it?
I don't think it is possible to swim on their backs, unless they are like double-jointed. To extend their arms back in that direction would take some serious skill. Plus I dont think they are comfortable ever on their backs, they know thats how they die. You have weird turtles, you could breed them and like sell them to people in desperate need of entertainment!

No, turtles cannot swim on their backs. Your turtles are obviously mutant ninjas...I've NEVER seen mine or any other float on their backs.

no i fa turtle was to swim on their back their either 1.dead 2.weird plus they can't survive on their back because they can't breath.

No. their tiny legs wouldn't reach around their shell well enough to be used as a means of propulsion.
