It is a parliament of owl.

I do not know if it implies something bad for politicians as a reflection, like they hoot a lot or something like that.

For the record, owls are somewhat solitary animals, so a parliament thereof should be a rare sight.

Though owls are typically solitary, the literary collective noun for a group of owls is a parliament.
