A mid-height, non invasive plant. BORDERS are meant to be viewed from 1 side only and have a back of a fence, wall, or shrubs and trees; the tall plants go at the back and the lower ones at the front.
BEDS, on the other hand, are meant to be viewed from all sides and typically have the tall plants in the center and the lower plants encircling it.
plants that are quite tall are generally referred to as "back-of-the-border plants" while plants that are short are referred to as either "front-of-the-border" or "edging" plants.

A border is the edge of a planter or bed or any other thing. Here's a real-life example from me: I had a flower bed that had a wood edge, along that edge in the flower bed I planted a row of zinnias that were miniature sized, about 8 inches tall. All along the edge, or border, grew the small orange zinnias. It was a beautiful sight.

A border plant is low growing and typically non-invasive. In other words, it will not grow higher than the other plants in your garden (which would then be coverd up if it did) provided you plan correctly and will not take over the entire area.

Round the edge of a lawn or a flower bed because these are slow growing plants of a suitable size which will not encroach on footpaths outside them or lawns and flower beds inside the boundry they form.

Probably that it won't send out runners. Nothing worse than planting something and constanly having to cut it back off the sidewalk.
