Well if it helps, here are the typical measurements for a UK size 12 and 14, so you can decide for yourself.

UK size 12: 35-27-37 to 36.5-28.5-38.5 (depending on retailer)
UK size 14: 37-29-39 to 38.5-30.5-40.5 (depending on retailer)

So maybe, it is in between sizes, which is why there is so much confusion? Just try both sizes and see what fits best.

Because the exact dimensions of different sizes vary according to the clothes manufacturer. For example, a 6 from Old Navy won't fit the same as a 6 from Express.
