Generally it means someone lost a fight and had their shoes taken from them and thrown up on the line as a form of disrespect. It is a way that some outsiders are harassed for being different, i.e., homosexual, different social calues, or just for being nerdy.

ROFL...it means someone played a joke on another kid. You snag the other guy's shoes and ties them together, then hurl them up to see if they can get caught on the powerlines. It's nothing mroe than that. Just a kid's game to pick on some unsuspecting individual.

I don't know, but I know that in the movie "Big Fish", there was this mystical town where everyone's shoes hung from an electrical wire. Everyone was barefoot! I think they said it was because their town was perfect & they had no reason to leave. (It's an absoluely AWESOME movie...please rent it!)

i don't know about gang related, but on hway 50 past fallon nevada there is a tree in the middle of nowhere with hundreds of shoes on it, it's huge and like a little rest stop, i don't think there are any gangs out there.
