The reason many believe he is supposed to be an alien is that he drops down in a beam of light at the begining of each ep. Also the chorus in the backround is supposed to be "he has landed...".
Just wondering if anyone could give me a definitive answer.

Well, Mr. Bean being an alien is the idea that the creators toyed around with the viewers, making them wonder if he is an alien or not.
But he is definetly fully British and not an alien in Great Britain, I mean he did got a British passport when he visited the United States of America in "Bean, the Movie"?
Anyway. In one episode of the Mr. Bean animated series, he was taken inside an U.F.O. and met its occupants, which looked exactly like him and have their own plushie toys.
His girlfriend was very sad of him being gone, so the U.F.O. then sent him back, in a style similiar to the opening of the originial live action TV series.
So... Him being alien abducted and returned is a definte possibility, can you say The 4400?

Man this is so late and this might sound stupid but recently I found out about a guy that appears at ufo sightings the grinning man and immediately Mr. Bean popped into my head. I kept remembering how when i was a kid i watched an animated episode of Mr. Bean and apparently was taken inside of a ufo and the operators of this ufo looked like him..

I believe he is an alien.
That's why he is just a little bit off.
But I think that he doesn't know it.
And I think that "Old Guy 124" is Rowan Atkinson.
