Neither. Admitting when a course of action has failed isn't "flip-flopping--it's being honest enough to admit mistakes--really admit them, which means making real changes. And in the face of failure, "staying the course" isn't steadfast--it's egotistical stubborness.

I never understood why people use flip-flopper! Nothing is written in stone and aren't we allowd to change our minds! I would like to meet someone over the age of 2 who hasn't flip-flopped!
I quess we are now seeing the "Shock and Awe", but it is the insurgents (NOT Terrorist) that are doing it!

I guess your question is a thinly-veiled reference to the Iraq war. Compare the two following quotes.

Bush is not doing the same thing over and over. He is adjusting strategy as conditions change. A lot of the problems over there are completely beyond his control. The Iraqis should be doing much more. It's taking them a while, but they know the consequences of failure.
I think we'll be seeing a "spectacular" improvement within a year.

I think it is important to have conviction and see things through, but part of having conviction is also knowing when to admit you were wrong. I don't think being a "flip-flopper" is ever good - but maybe just one "flip" before you become a massive "flop". (Sorry!)
