How can I make him Stop annoying me ?

He asked me to be his valentine twice.He is quite persistant and won't stop bugging me. He always follows me around and always makes eye contact with me.

Go to the police he is obviously stalking you and something bad could happen.

Have you said "hey leave me alone i'm not interested"!
If not give it a try.
