You could get it from a hospital, but it's not any better than one's you would get at a drug store. Try Burts Beeswax Lip Balm or SoftLips. You can get them at any drug store. They cost about twice as much as Chapstick and Blistex, but they will make all the dry skin peel off your lips and leave them soft and silky.
