oh my god, I absolutely love you. One for being married so long in a world where divorce is so common, and two for trying to make your wife feel special after 15 years of marriage!!!! Ok on to your question, heres what I think you should do.
Book a weekend trip in Niagara Falls, or someplace special (like where you had your first trip or honeymoon or whatever). Pack her bags for her, and put in a special/romantic gift all wrapped up. Put the bags and everything in the trunk so she won't find it.
Friday night, take her our to a romantic dinner with flowers and candy, the whole first date thing, then straight to the airport and off to her surprise vacation!
Make sure she doesn't have any prior commitments or anything, and just relax and enjoy your time together. If you have kids or anything, don't bring them. And if you don't have much money, book a hotel room thats close to your house, and have a little vacation. Sometimes its nice to just get out of the house.

Start courting her again. Flowers for no reason, a little note to suprise her letting her know how much you adore her or want her. Touch, touch, touch, ..... remember how hard it was to keep your hands off each other when you first got together? Couples tend to stop doing those little things after a while, physical contact a little tap on the bottom, or graze of a hand, small things lead to big rewards. Spice things up in the bedroom, go on a date, or vacation. I try to do these things with my hubby whenever we seem to get in a slump, it works everytime. Start by spending time with your wife and take her out on a date once in a while. Treat her like a queen and spoil her rotten. Tell her you love her alot and romance her and spend time with her just holding hands and talking and not wanting sex all of the time. Surprise her with some flowers or something like that. Call her throughout the day just to say hi and that you love her and are wondering how her day is going. Treat and love her the way you you would want her to treat and love you.

take her out for the night and rent a nice hotel room,

Try to go back and remember what kind of passion you had, about 10 years ago. Little note's that say I am thinking about you, or this is what I intend to do later! Something that gives her that sense of yearning for you. Passion can be a wide range, maybe drop hints to her. See what kind of response you get. Gl

How very nice to hear a man say that! There are many ways you can do it...Cook her favorite meal, take her out at least once a month, give her massages, recently my b/f gave me a pedicure, complete with the nail polish! Now that was romantic, and caring, trust me, he got paid in full for it!!! There are just many things you can do, that don't have to cost a dime!!!

Campaign....think of it as a campaign. Plan out ways to show her she's special to you....surprise dinners out, breakfast in bed, a weekend away, flowers for no reason, etc.....it will take time, it won't take over night. Remember to tell her how beautiful she is, how good she smells, how soft her hair is, daily. Hug her, touch her softly.....the better you treat her and romance her, the more she's going to want to reciprocate....GOOD LUCK.
