Hey Zodiak, I think (if I'm guessing correctly from the way you asked your question) that you want to reboot in - what's generally referred to as - "Safe Mode". When you reboot in this mode, only a minimal amount of drivers load so that you can modify the registry or load or remove drivers. It's a good way to troubleshoot problems since you won't have everything loading all at the same time when you boot up your machine.

Basically, all you have to do once you've restarted your computer (this only applies to Windows based operating systems, of course) is push the F8 button. There are various options, and instead of repeating what you could simply read in the first place, the link below takes you directly to Microsoft's description of the Safe Mode Boot Options for Windows XP. From there you can figure out exactly what safe mode option you need.

restart it by going to the bottom of the screen and selecting the the icon in the lower left corner that says start and select the button the says "turn off your computer" (this will not really turn off your computer) then select the green button this means restart

if you don't have any operating system cds since windows vista came out windows xp has been really cheap lately so you won't have any trouble finding a good boot cd in a store

as for the files i think you can back them all up to a data drive or disk
