theres a game on miniclip where you have to drive around avoiding bad cars it really fun

Grand Theft Auto is fun, but it isn't online and it isn't just drive around. It also isn't appropriate for a 12 year old (sorry, but your parents are right). The old "Driver" games for PSone were good for just driving around, but again, they aren't online.
But the best 3D driving experience is in a real car!

On the xbox there is Test Drive Unlimited. But it's not much fun at all and I garuntee nobody plays it anymore.

If you are alowwed to play mature games ( unfortunatly I can't and I am 12) you should play grand theft auto, you can steel cars and crash them and do all sorts of crazy things.

well you dont exactly get to drive around in this one but its still fun..drag racing..look up nitto1320
