is there any way to open a zipped folder that has been encrypted with a password if you either for got the password or never had it at all?

No this is why they encrypt, to lock unauthorized people out.
If there was an easy way to break the encryption then why would people feel the need to lock, encrypt and password protect a file if anyone could get into it.

A dictionary attack would probably be your best bet, but depending on the password that may not work either.

There are a lot of password crackers out there. If you are authorized to access the file, you can try some of them.

As a note, brute force password cracker programs may take a few days running on a fast maching to try finding a 7 character password, so good luck.

You would have to guess the password. There's no other way.
