absolutely NOT, have you seen some of the deep African tribes idea of sexy? 18 rings around the neck, a cereal bowl in the lower lip and titties that leave nipple marks in the ground.
Seriously though, I think your modernized world idea of a sexy woman is indeed sexy around the world.

no i think it would be the same as beauty is in the eye of the beholder. Some people would find a tall, skinny , blue eyed blonde the sexiest woman in the world, others would find the brunette with all the right curves in all the right places the sexiest woman in the world. I think a persons cultural background would probably affect what they see as sexy. dont black men like women with big booties?white men like skinny women?. Everyone is different and i think evey woman can be sexy anywhere in the world.

I think every culture kind of subscribes to what they think is sexy. Me I kind of dig American chicks, just for how they dress and wear their hair, etc.

Well different cultures view different looks as the ultimate in beauty, so I don't think so. However, a confident person is a beautiful person, so maybe.
