after I get the ruby and saphire I gave it to celio but I dont know what to do now Im stuck please I need help!

You need to give the ruby and sapphire plate to celio. Afterwards you'll be able to trade pokemon from your ruby and sapphire games to Fire red as you would have with leaf green.
