Actually, he did say it, but Chesterton was quite a tolerant fella. Devout Catholic, but tolerant, and a good if not stellar mystery writer.

People with open mind can tolerate.
People without convictions don't tolerate, they swing between opinions.

i dont agree, you can have strong beliefs, and still tolerate those who disagree with you
