If you will be hitting San Diego between 8:00 and 9:30am, I would take the 405 to the 5, then I would take the 805 and skip the downtown/airport traffic. The same would be true when coming back - look for the carpool lanes on the left side of the road when coming back to the border (if you drive across) and then be prepared for conjestion through the I-805 and I-5 merge as you nead out of San Diego. There is a lot of construction that's just finishing up and they are detouring traffic through side roads in the wee hours of the morning. Check Catrans website before you leave to see when construction is going on.

If you will be driving across, don't forget Mexican Insurance before you go. If you will be driving to the border, there are some good parking lots very close to the border and you can walk across easily. Walking is usually much faster coming back. Otherwise the border wait varies from at least an hour and up.

Take the 5 to San Ysidro. Leave the car on the US side and take a taxi to Tijuana.

To clarify, take the 405 to the 5 to the border.

Take the San Diego FWY to the San Diego Convention Center. Park your car and go on the trolley to TJ. If you take your car across the border your insurance will not be in effect!!!
