I've tried anything from rubbing alcohol to just cloth material. But my cd's keep skipping. Especially at good parts of the songs. Can anyone help me? I also heard your not suppose to clean the bottom of the cd, but rather the top, is that true?

Aedan is right - do not rub around in circles....

rub it from the inner circle in straight lines out to the edge...

<@> (like these arrows).

best not to use any cleaning products - just use lens paper (for camera lenses)....

Every once in awhile - you can take a CD that does not play very well and put it in your computer - copy the disc and see if the music plays correctly when it is transferred on to your PC - this works sometimes...

then record a new CD of the music and wallah!
You can keep listening to that tired New Kids On The Block CD that you scratched in Junior High School.

Scratches on the top that you can see light through make the disc unusable. Only clean the bottom. Some of the new motorized scratch removal kits are good, but beware the little bottle of paste and rag types...they are useless! Some have reported success with silver polish, or brasso believe it or not, as it takes a very thin layer of the polycarbonate off, taking the scratch with it.
