in the house, my question is, is there a way to block the volume on a tv so it can only go so loud?

Get him a hearing aid, which will be custom fit to his own ears and hearing levels

or at least a set of TV Ears (wireless headset that allows the wearer to have more volume while everyone else can set the speakers to normal levels)

I'm an Audiologist
… to the person who says Miracle Ear doesn't work... the products are ok, but I have had many patients complain that they don't get counseled well at those centers, and so they never learn how to use them properly. Take him back and make sure someone is there with him during the visit that understands how he's supposed to put them in and how to clean them and change the batteries, etc.

You can get your grandfather a wireless headset. One end connects to the television, the other your grandfather puts on his head. Your grandpa can listen to whatever he wants as loud as he wants, and the rest of the house is silent.
You can pretty much get it at any electronics store.

I don't think so.
But why don't you suggest to him to start using closed caps option on TV.
Alternatively you could take him for hearing test & get him new hearing aid.

unfortunately not. Those miracle ear things don't work either. Gave it to a relative who puts the volume up. They still do.
