If so, I believe he bet either Robin or Fat Artie a million buck that he would not. I guess I have just tuned him out and been listening to the other better stations on Sirius.

he did and he did bet robin 1 million bucks that he wouldn't get married again...However, a few weeks ago robin said that if howard did get married, that she would forgive the bet, on one condition...that she can sit in the front so she can get a good view to laugh her a** off at him...

Yes, he proposed Wednesday night with a huge 5+ carat ring. He made her do a striptease before she could have her "gift."
(Typical Howard!) I still don't think think they will ever tie the knot.
He said that, after six years, he wanted to make Beth more than just his "girlfriend." He thought she deserved more than that.

yes he really did. surprise to me, i thought he said he'd never get married again,but he is only engaged not married and there is a BIG difference.
