Looks like a jellyfish to me. Unless there was a storm last night and some of the locals are acting a bit strange. It could be Invasion season 2.

I'm gonna answer this question without being rude like most of the people on here. To me it looks like a jellyfish, but I can see where you are confused. Because of the fact that it doesn't look like a regular jellyfish, no tentacles or anything like that.
